CSA International's product testing & certification specialists will provide the knowledge and guidance you need to certify your electrical & electronic products for Japan.

CSA International laboratories can conduct testing and provide you with the CB (Certification Body) test reports so that qualifying products can obtain the required certification mark.

PSE Mark
The PSE Mark is required for certain electrical & electronic products sold and used in Japan.

The DENAN law regulates more than 450 products divided into two types - specified products and non-specified products. All specified products require type testing and factory inspection conducted by a conformity assessment body (CAB) authorized by METI. Non-specified products that comply with DENAN requirements may be self-declared.

Factory inspection is needed once per factory/product category. Depending upon the product, the validity of the certificate can be between three to seven years. A re-evaluation testing of the product will be needed at the time of the renewal of the certificate.

Applicable Products
DENAN governs 452 electrical/electronic appliances and components divided into two groups, namely Specified Products (SP's) and Non-Specified Products (NSP's).

S mark
The Japan S-Mark is a voluntary product safety system based on IEC (International Electro-technical Commission) standards with Japanese national deviations. It was first introduced by the two quasi government authorities JQA (Japan Quality Assurance Association) and JET (Japan Electrical Safety and Environmental Technology Laboratories). Now it is driven by the SCEA (Steering Council of Safety Certification for Electrical and Electronic Appliances and Parts of Japan) consisting of over 50 government bodies, manufacturers, importers, distributors, certification bodies and consumers.

The S-Mark scheme also addresses EMC (Electromagnetic Compatibility) elements where appropriate. Initial factory inspection and annual inspection are required.

Mandatory certification - Safety
  • The Electrical Appliance and Material Safety Law (DENAN) has replaced the Electrical Appliance and Material Control Law (DENTORI) in April 2001.
  • Under DENAN, mandatory certification is required for Specified Products (SP).
  • Voluntary certification can be obtained for Non-Specified Products (NSP).
  • Manufacturers must establish Reporting Supplier/s resident in Japan who must submit Business Commencement Report to METI and for all legal responsibilities.
  • Self declaration of conformity scheme for telecom terminal equipment.
Certification body
  • The Certification and Accreditation Administration of the People's Republic of China (CNCA) is in charge of implementing the CPCS and the implementation and administration of the CCC mark.
  • Certification activities are carried out by CNCA-designated bodies such as CQC (China Quality Certification Center for Import and Export Commodities) and CEMC (China Certification Center for Electromagnetic Compatibility)
Safety standards
  • Both SP and NSP must comply with either Japanese national standard or J-IEC with Japanese national deviation + EMI where applicable
  • AC supply is 100 V, 50/60 Hz.
Mandatory certification mark
  • <PS>E Mark replaces the 'T' Mark for mandatory certification ('T' Mark is still allowed if obtained before April 1/01 until its date of expiry, or April 1/06 whichever comes first.
  • (PS)E mark for Non-specified Products.
