Australia's Electrical Safety and EMC (Electromagnetic Compatibility) Requirements
Electrical & electronic products supplied in Australia must comply with both electrical safety and EMC requirements.

Electrical Safety Requirements
In Australia, the conformity assessment system for electrical safety is a State/Territory responsibility. Each regulatory authority administers a reciprocal uniform Approvals Scheme provided by the (Electrical Safety Act of 1945). This scheme classifies electrical articles as either Declared or Non-declared:

  • Declared Articles must comply with relevant Australian safety standards and obtain a Certificate of Approval from a State authority.
  • Non-declared electrical appliances and equipment may be sold without approval. It is the responsibility of the vendor, manufacturer or importer however to ensure electrical safety.

EMC (Electromagnetic Compatibility) Requirements
EMC requirements in Australia are regulated by a self-regulation scheme known as The EMC Framework (Radiocommunications Act 1992). All electrical and electronic products that fall within the scope of the Framework must comply with Australian standards and gain approval from the Australian Communications Authority for using the C-Tick Mark.

A Regulatory Compliance Mark (RCM) is also issued to products that have met both electrical safety and EMC requirements.

Country AUSTRALIA
Mandatory certification - Safety
  • Electrical products classified as Declared Articles must meet certification requirements either by a Type Examination Certification valid for 5 years or StandardsMark Product Certification or obtain a Certificate of Approval from Australian state authority.
  • Certification for Non-declared articles is voluntary.
  • Energy efficiency labeling or minimum energy performance standards (MEPS) apply on chosen types of domestic appliances and commercial/industrial equipment.
Certification body
  • SAI Global, formerly QAS - for electrical safety (QAS certificates remain valid until renewal)
  • ACA for EMC and telecommunication.
Safety standards
  • IEC based standards.
  • Australia AC supply is 240 V, 50 Hz.
  • New Zealand AC supply is 230V, 50 Hz.
  • As of April 3, 2005, insulated live pins are mandatory for all plugs per AS/NZS 3112:2000
  • AS/NZS 60950:2000 has replaced TS001 and AS3260
Mandatory certification mark
  • No certification mark is allowed for Type Examination Certification. Only the certification number is marked on the product.
  • The Certified Product StandardsMark is required for products licensed under the Standards Mark product certification scheme.
  • C-tick mark with local legal representative identifier for EMC compliance.
EMC requirement
  • Mandatory EMC self -declaration.
  • Must be declared by an Australian representative.
  • EMI requirements. Immunity standards are not mandatory but encouraged.
EMI/EMS standards CISPR or EN based
CSA test report acceptability
  • CSA CB test report with Australian national deviations is acceptable.
  • CSA Toronto is NVLAP accredited for AS/NZS 60950(2000), EMC and Telecom.
User manual in local language English
Sample requirement Normally no but suitable photographs (external and internal views) for ID purposes will be helpful.
Factory inspection requirement / CSA inspection report acceptability
  • No factory inspection for Type Examination Certification.
  • Initial and annual follow-up factory inspections are required for StandardsMark Product Certification.
Delivery time at the certification body
  • Average 10 working days for Type Examination Certification.
