Memorandum of Understanding

To address requests by the industry, UL and CSA jointly announce the expansion of the 1996 Memorandum of Understanding (MoU) between the two organizations. Under the terms of this MoU, manufacturers of electrical products who want both UL and CSA certifications, can obtain them on the basis of a single product test program. Each organization will authorize the use of its own mark and require its own follow-up service.

UL and CSA have agreed to expand the MoU to include all electrical product categories and standards for which both UL and CSA are accredited by both the U.S. Occupational Safety and Health Administration (OSHA) and the Standards Council of Canada (SCC). In addition, the updated and enhanced MoU will cover not only parallel/ concurrent submittals to UL and CSA, but also submission of completed (UL or CSA) certification reports, within agreed upon parameters, to obtain timely certification from the other organization.

Implementation of the enhanced MoU by UL and CSA will support the expressed needs of the electrical industry. Both organizations will collaborate to complete the required verification activities, after which the expanded MoU will be implemented on a priority basis as requested by the electrical industry. Implementation of this agreement will be announced by joint UL and CSA communications.

The core objectives of this long-standing agreement will not change. The MoU is intended to:

1. Enable manufacturers worldwide to obtain both UL and CSA certification marks by selecting either organization to be the lead organization to perform the complete product evaluation,
2. Facilitate the sharing of certification and follow- up test results, construction evaluation, descriptive material and associated information including completed certification reports between both organizations with the customer's authorization, and
3. Permit both UL and CSA to process and issue their own certification reports and implement their own appropriate follow-up programs upon successful completion of a single product test program.

UL and CSA continue to look for innovative ways to assist manufacturers with specific North American certification needs to supplement existing mechanisms offered by both organizations. The CSA/UL MoU Program is another means for meeting these needs.
